Russia and Ukraine have agreed to a U.S.-brokered deal aimed at preventing military clashes in the Black Sea. The White House framed the agreement as a breakthrough ensuring safe navigation and banning the use of commercial vessels for military purposes. (WSJ)

However, Moscow’s demands for sanctions relief have cast doubt on whether the truce will hold. (BBC)

A Deal with Conditions

While Washington presented the truce as a step toward de-escalation, Russia quickly attached conditions. The Kremlin insists that Western sanctions on its banks and agricultural trade be eased before it fully complies. Ukrainian President Volodymyr Zelenskyy rejected any sanctions relief, stating it was never part of the discussions. (Reuters)

Who Benefits?

Analysts say the deal does little for Ukraine, which had already secured key shipping routes by pushing back Russia’s Black Sea fleet. Meanwhile, Russia benefits with reduced attacks on its naval forces while maintaining pressure on the West for economic concessions.

“The Ukrainians have already defeated the Black Sea Fleet,” said George Barros of the Institute for the Study of War. “This wouldn’t change anything in the reality of the war.” (WSJ)
